can u tap an artifact, like dampling matrix or ensaring...

can u tap an artifact, like dampling matrix or ensaring bridge to turn off the ability?
does it goes for all global artifacts?

Does 2 coat of arm stack why or why not?

Artifacts only "turn off" only if the artifact specifically says on it. (Check the oracle for the most current wording) Winter orb, howling mine, static orb etc etc...

2 coat of arms will both apply. Multiple instances of static effects always both apply unless they would be redundant. (like 2 winter orbs)
