Wiring Workshop. I connected 10/3 cable from existing dryer cable to save on reaching shop. Question. Will 30A breaker in newly installed sub panel trip before the 30A breaker in main panel?

No, the 30 Amp breaker will always trip first, due to the added resistance from the run between pannels.
But if you are worried about triping the 30 amp breaker, or the dryer is still connected to the circut then I HIGHLY suggest that you bite the bullet and upgrade to a higher amperage wire and subpannel.

Note that NEC Code requires the dryer be powered by a dedicated circuit.  Your shortcut violates this requirement.  Further, if somebody starts the dryer while you have the saw going, then you could end up with a dangerous situation when the breaker trips while you are in mid-cut.
