Illinois Department of Natural Resources will register the boat. No tax is necessary on a 12 foot boat.  Be patient waiting for registration, 6-8 weeks.  Form is available on-line, must be mailed.  If there is a trailer the Illinois Secretary of State will issue it a title.  Many states do not require a title and the IL SOS is aware of this.  Happy boating!
