how have people protected themselves against tropical cyclones

I live in Okinawa, Japan which is frequently hit by typhoons each year. People live in typhoon-proof (concrete) homes here.  The only way to really protect yourself during a tropical cyclone is to seek appropriate shelter and keep all doors and windows closed.
