I what to know if a child born to muslim parents dose that make that child a muslim ''to'' or dose that child have to take their shahada first.

All of us are born muslims,because we are born from Allah, worshipping Allah, and it is only our non-Muslims parents that teach us to believe in religions besides Islam. So a baby born to Muslim parents is a Muslim as well. However, I think it is either sunnah or fard (not sure which) that a new baby's Muslim's father recite the adaan in the baby's ear right after birth to give the child the best Islamic welcome into this earth.

YOUR ANSWER WAS VERY GOOD TILL YOU GOT TO THE PART OF BLOWING IN THE EAR, MY BROTHER, STOP THE PAGAN WAY AND ONLY FOLLOW THE ONE TRUE GOD.

I would like to know that when a child is born, is it true that there partner is made for them as soon as they enter the world?
