You can learn the tunes on a tinwhistle, for under $10.
If you want to learn the fingering as you are learning the tunes then the least expensive way, under $100, is to start on an Uillean Whistle Chanter.  No bag, no bellows, just uilleann fingering on a simple whistle system.  Keep it simple and don't break the bank.  Try, www.songsea.com, for the UWC.
If you want to do Uilleann fingering with a bag and a bellows, get out your wallet and be prepared to pay from $300 for a kit up to $2,000, for nice practice sets.  Do a search on Uilleann Pipe Makers.  Most have a waiting list.
It will take a while before you get the parts of this beastie under control but you are going to have a blast while you are doing it.
After this comes the half set, with drones and then the full set with 1, 2 or 3 regulators.  That will definately keep your hands full but it does put a large smile on your face.
