What is the best fin shape for a small model rocket? I read somewhere that it should be eliptical, but another site said that especially when making them with balsa wood, a parallelogram is better... And what is the best number of fins to use?

Agreed with "sty". The more fins you add the less productive each fin becomes (think about it carrying 10 fins).  However, for beginners four is often easier to make and more reliable (because of 90 degree angles), but three is optimal.  A parallelogram or even a rectangle are the best shapes.  See this link for a better explanation: http://www.hobbyplace.com/rocket/parts.html .

use a cd, trace onto a 3/4 wood block, cut em in half, use 8 of em, it won my scie proj, you can too.

A rectangular fin is actually the best for small rockets. You can just sand the airfoil shape into the whole piece of balsa, and cut out individual pieces afterwards. This will give you identical fins. 3 is the best number for stability.
