Is there a Windows (98 or better) version of VI that syntacticly color codes a computer program?  Examples of such a feature can be seen in Microsofts Visual Studio or (certain flavors of the) EMACs editors for C/C++ source code.

Yeah, it's called Vim. It comes with most flavors of *nix.
