Can an officer pull you over only! for not wearing a seat belt?
Is not wearing a seat belt considered a moving violation?

As I said in another post, police are pricks and they can pull you over for whatever they want to.  It really makes now difference, as they can just "make" a reason.  But no, you are safe seatbelts are a "non-moving" violation.  AND, just like all other "non-moving" violations, they DO NOT go against your record ^_^.
