I can't tell if my new puppy is a male or female.  How can I be sure?

you have to have it examined by a veterinarian

A boy pees with his leg up, a girl squatting. I know more details but will leave that up to you, look in dog books.

Not always true... my mom and dads dog is female... and she lifts her leg when she pees...

All PUPPPIES urinate with both legs planted; a male pup will not begin lifting his leg until his testicals drop.

I'm having trouble telling my pup's gender, too. I think it must be determined by a veterinarian or someone with extended general canine knowlege. For his first checkup, though, the vet didn't say anything about it.

look for a penis, if there is one, it is male, if it is not, then it is female.

a boy's penis is close to his belly button and a girl's vulva is between her legs

round the age of 9/10 months old a female will start to be in heat witch will include bleeding from the private part under the stomach.

my dog is having puppies am really happy but its a rottweiler so it could have a big litter, do i need a vet at the time of the labor or can i do it myself

The boys' member is by the umbellical cord, the girls' part is between their legs.. They don't get the testicles till later.

The males penis is more up by the stomach, the females vagina is down further between her legs. The breeder should have known.

Yeah, well that peeing thing doesn't work until the puppies are a few months old. Does it have a thing?
