What can you download so that Korean will show when you go...

What can you download so that Korean will show when you go to sites online?  For example, when I visit Korean sites, some of it comes out in Korean but a lot of comes out in weird symbols. Does anyone know any good programs I can download to help with this? and Korean IME or whatever doesn't work
