can a non-basic (like temple of the false-tap for 2 colorless mana use this only if you control 5 or more lands) tap for 1 colorless mana if you don't control 5 lands (even thought it doesn't say you can tap for 1 mana)

Ummm... you kinda figured it out for yourself. If a card does not say that you can do something... well you cant...
You tap the temple for 2 if you control 5 lands, if you dont, it cant tap for anything.
