our 8 month old purebred Yorkie is undergoing testing for liver disease. is this congenital and if so would the breeder be responsible for the treatment which may include surgery. How successful is the surgery?

Sounds like you are talking about liver shunt disease.  This occurs when a vein bypasses the liver and returns blood (with toxins) into the vena cava.  They vary in severity and cause, although congenital hereditary liver shunt can be a problem in Yorkies and some other breeds.  Successful surgery depends on the extent of involvement, whether the affected vein(s) are inside or outside of the liver and the general health and condition of the dog.  These dogs may also have other abnormalities, such as kidney problems.  Very mild cases may be managed with diet although life expectancy of the dog will probably be compromised.  Reputable breeders usually specifically outline what they are willing to do in the case of congenital or hereditary disease in their sales contract, but this will differ by breeder.  Some will refund all or part of the dog's purchase price, others may offer to pay for all or part of the surgery, still others will offer a discount on a future pup or a "replacement" pup if the original pup is not able to helped.  A reputable breeder will want this information to update there health records for their lines, to make better decisions regarding future matings of the parent animals, and to alert littermate owners about potential problems to watch for.
