My boyfriend and I heard about inserting tiny balls under the skin of a male's penis. I want to know more about this and where I can find a place that performs this procedure in San Francisco, CA. Thank you!

Your boyfriend already has tiny balls, but they are located below his penis, not under the skin of his penis.  Why don't you try implanting a gerbil under the skin of his penis, San Francisco?  I heard that if it's depraved enough, you people in San Francisco will do it.  I guess it's true.
