I think the card you are referring to is called Birchlore Rangers. The card has an ability that says "Tap 2 untapped elves you control: Add 1 mana of any color to your mana pool."

Before I go on, remember what summoning sickness is. "Any permanent that has NOT been in play, under your continuous control, since the beginning of your most current turn, can NOT attack and can NOT use abilities that contain the tap symbol."

Now you can probably figure out that I already answered your question with that definition. Unless the ability specifically has the actual tap symbol (arrow with the diamond) then you can tap a creature that has summoning sickness. Take a creature like Tradewind rider. The T-Wind can NOT have summoning sickness cuz it has the actual symbol in its ability. However, tapping 2 other creatures has nothing to do with the tap symbol, so the creatures tapped for the rider CAN have sickness because of this very reason.

So in short; yes you can tap creatures with summoning sickness to birchlore rangers ability.
