I think you intended:
"What does 'state the theme' mean?"

This sounds like an exam question, e.g.

"Q1. Listen to this recording of a political speech and then state its main theme."

In an exam this would simply be an instruction to write down a very brief summary of what the speech is about. For example: "The main theme of this speech is the growing problem of unemployment".
