Is it possible to have windows on a cray?

Not "Windows" in the NT,Windows 2000, Xp style because those operating systems are tied to the intel/AMD-PC  processor architecture.
However the Cray systems work with "Unix style" X windowing display systems in the same way as Linux has "windows".
You can access a Cray system from a PC or other workstation using a Telnet command line access program. You can also display graphics and other output from Cray programs using a program that understands X output such as Exceed.
There was also a Graphical interface available called CFM that operated like bit like a windows filling program.

If you're answer is a technical one, the answer is Of course it can. - Cray's can run Linux (see the Cray XD1 Opteron/Linux supercomputer), and not that QEMU runs under Linux, and Windows 2000 can run under QEMU.

On the other hand if your question is a legal/licensing one,  I believe neither Microsoft nor Cray has released a version of Windows for Cray's so the answer's no.

If you mean the Windows OS made by Microsoft the answer is no. If you mean an X windows GUI such as
http://en.wikipedia.org/wiki/Xwindows
then yes Cray computers could interact with window systems. There was also a product on some Crays called XFM which was X filing manager an GUI found on Cray EL systems in Unicos version 7.
