I need to move my 220 outlet, about 10 feet. someone told me that i need to run a new line from the main box. is this true? can I just add 10 feet of wire to reach the new location?

By rule to reduce significant voltage drops resulting from increased resistances due to an increased length, you would run  fresh wires of higher guage from main panel. A mere 10' increase would not merit this. The old outlet should be terminated and seal-off properly and connections from there to new outlet made safe and secured with grounding maintained.
