My dog had the same thing on her belly a couple of weeks ago.  It is one of two things either a bite from a tick or other insect that caused an infection.  Or it is a type of worm that dogs get from flies.  The easiest way to get rid of the worm is to smother the area that is swollen with ointment or vaseline, the worm will poke its head out and with tweazers you can pull the rest of it out.  Or if it is just a topical infection from a tick or other insect go to the vet and get a topical antibiotic ointment.
