No you would not be able too...the age for a tattoo in IL just was lowered to 18...so wait a few more years and seriously think about what you want...its there for a VERY long time.

i wish we could get tattoos at the age 16 with the signature of our parent but they changed the law

NO...not before when you posted this when the age restriction was 21 and not now that is 18 (although you are likely 18 by now).  In fact it is now a class A misdemeanor to tattoo anyone under 18.  Be sure you go to a reputable studio.  By July 1, 2007 all tattooists must be certified by the State so NO  more basement scratcher tattooers out there allowed!!
