I am having problems precipitating MnO2 from a dissolved rock sample.  I used anion columns to separate the Mn, but still cannot reproducibly ppt MnO2.  I am adding 14M HNO3 and KCL03 crystals (perchlorate 15x excess of Mn in solution).
Any suggestions?

Rather than doing extraction diractoly do one thing
remove impurity step by step
if you rock sample dosent contain calcium than leach with H2SO4 and than wash it you will get pure MnO2 and if it contains calcium than first wash with HCL and than leach with H2SO4

It's more likely that Mn is reduced to Mn2+.  MnO2 usually occurs in a basic solution.
