How can I get my yorkie (16 weeks) to pee or pooh in one spot of his pen?  He goes wherever he feels like it, usually making messes everywhere including himself?  We want to take a little paper away each week, making his space smaller and smaller, but I don't see him caring about where the paper is, he will go where he pleases.

Well,i think you should start giving her hek about where she goes,because if u don't do anything about it,then it will stay the same

You may want to try the pet store for the spot spray they have. You spray the spray on the spot of the paper you wish the puppy to go to, and then place the puppy's nose in the spot that you sprayed to take a whiff.
That way they are suppose to search out the scent when they need go potty.

my uncle just bought a puppy and he bought a toilet paper thing for him an he pt it on the floor so when he needs to go to the toilet he will go on there and when he does he will give him a treet so it encourages him to go to the toilet on the mat. and the puppy is only 9 weeks old an my uncle only had him 3 days ago  hehe and he have addapted to it rey well so have a go at that it should work.

Put newspaper or pet pads in only half of his kennel.  Use old towels on the other half.
