CAN I ,AS A BLACK BELT, INFORMALLY TEACH THE NEIGHBORHOOD KIDS IN SAY A GYM, THE PARK, A GARAGE? WHAT ARE THE REQUIREMENTS FOR ME TO TEACH IF I DO NOT HAVE MY OWN SCHOOL?

How many years did you train to get your "black belt" son? If you've trained hard for maybe five years and EARNED the belt, then your teacher would have already made sure you got experience leading the classes.
   A "black belt" costs a few bucks at the martial arts store, same as a colored belt. It doesn't mean anything if you didn't EARN it.
  If you were legitimately trained, your teacher would have answered this question.

It all really depends on your situation.  In my particular art, Aikido, most black belts have trained for at least ten years, but I know people who have supposedly gotten their black belts in TKD in two years.  If you have thousands of mat hours behind you and a solid foundation in the art, I don't see why you shouldn't teach.  Just make sure there aren't any etiquette issues regarding teaching your own classes without being granted a teaching status, and that your instructor doesn't mind.  He/She might be very pleased with the idea and swing buy a few times a year for a "seminar."

First you should ask your instructor first. If you are asking this kind of question then you must be pretty darn high in rank. As far as I am concerned, one needs to be at least a 4th dan to start teaching martial arts.

Martal arts is about peace, not grade.  I've learnt you cant diffine someones grade, becouse not every instuctor has the same values and standerds.  Some will earn black belts quickly, and others will train for years, untill they reach theirs.   If a 12 year old has a black belt, are they really a black belt, do they understand their art, do they understand the pricepels of their art? You cant juge someones knolage or abilaty by grade, you cant say thats all they no.  Would you tell a cage fighter he dose not no how to fight, if he walks into your karte club?    
Maby the thing that holds us back are the silly belts and grades.

Although no formal requirements consider the following. In order to provide a well rounded martial arts experience much training is necessary. As mentioned above anyone can purchase a black belt, but only by developing your mind, body, and spirit will prepare you for teaching. Your desire to share your knowledge is admirable, but discuss this with your instructor before setting something in motion.
