What is the name of this horror/comedy  made in the 80's or 90's about this killer going up some stairs breathing real hard then says something like "Whoo these are a lot of stairs, I probably die before I can get there".  another part is when he calls this girl and breathes hard on the phone , she hangs up and he calls her back and says "I said" then he breathes real hard again.

Wow, I had been wondering that myself until recently. But I just found out what it was.
The movie you're talking about is called "Student Bodies". It was supposedly one of the very first horror-movie satires. You can usually pick up a copy on ebay.
