Where in Toronto, Ont, can you take a piercing and tatoo course.  More for piercings.

How old do you have to be to take a course?

well im only 17 i have belly button pierced.well if u only 16 u have ask ur parent if they let u as much more piercing

i dont know of any in toronto
but blackstar in kingston does well

coming to think of it, any place you ask in toronto can  teach you.  as long as you are qualified.  

average age is 19.

where to get a great tatoo in Toronto

There really is no such thing... If you want to tattoo you have to find a shop that will take an apprentice... after about a year of sweeping and cleaning the shop and after you buy all your own equipment you practice on oranged to get the feel, your first real tattoo you do is on yourself... this is an unwritten law among artists. After that you need to find your own clients... people stupid enough to get inked by a rookie... (usually your friends) to build a portfolio

you generally have to rent a chair in the shop as well.

Now peircings... pretty much the same route as tattooing except you do need to have a sterility certificate, which are very hard to get. Your best bet is to get one at the next tattoo convention when it rolls into town.
