Hurricanes and tornadoes are cyclones.  Regular low pressure areas do not form eyes.  Hurricanes do.  Cyclone means "coil of a snake."

Actually ray96, intense mid-latitude or even polar lows have been known to produce eyes resembling those of hurricanes. The main difference between a tropical cyclone and a "regular" low pressure, or extra-tropical cyclone, is that a tropical cyclone uses warm water as its source of fuel, whereas an extra-tropical cyclone uses the middle and upper levels of the atmosphere for its fuel. This is why tropical cyclones weaken as they move inland, but "regular" lows will not.

A LOW PRESSURE AREA IS AN AREA WHERE CYCLONES ARE FORMED WHILE THE CYCLONES ARE FORMED IN LOW PRESSURE AREA. THE CYCLONE IN WEST INDIES IS CALLED HURRICANE AND THE CYCLONE IN THE PHILIPPINES IS CALLED TYPHOON. BOTH OF THEM ARE TROPICAL CYCLONES WHICH IS DEFINED AS THE MOST COMMON DESTRUCTIVE WEATHER WHICH FORMS ON A LOW PRESSURE AREA. IN THE PHILIPPINES THE TYPHOONS ARE FORMED IN THE PACIFIC OCEAN AND IN SOUTH CHIN SEA.
