I believe the way the law is written in Connecticut is that home games are legal as long as the house does not take a rake and there is no cash on the table (i.e. chips only).  I also believe that a tax exempt non-profit organization can run a tournament provided the money goes to charity not a general fund.

You can't get a solid answer because this area of law is actively changing.  It used to be that the police looked the other way on these things, since poker tournaments were not hurting anyone.  However, due to poker's popularity, there are thousands of private games popping up in bars and restaurants.  So many states and even cities are drafting their own rules on this subject.  Your best bet is to call City Hall and your state's Attorney General's office.  Good luck.
