It means:
11 jury members
1 Judge
1 Lawyer
and a half-assed verdict

(add them up and you get 13 1/2)

regarding the 13 1/2 question. it works out as 1 for the judge, plus 12 for the jury, plus a half assed sentence, adding up to 13 1/2.

Tear drops on eighter eye open or closed means u have shot/killed someone or someone has been killed that was really close to you.

Both are gang/jail related.

Tears:

The side they are on relate to whether they relate to a Crip (left) or a Blood (right)

A filled in tear drop signifies you have killed.

A hollow tear means you have lost someone close or done more than 5 years inside.

Example: John has two filled in tears on his right side and a hollow on his left.

John has killed two Bloods and has had his closest friend murdered.

Three Dots: Like someone said, it stands for "This Crazy Life" or "My Crazy Life". Favoured among Hispanic inmates and gang members.

13 1/2 is again a gang related tattoo. M stands for Mexico or Mafia or both, and 13 is the 13th letter for the alaphabet. 1/2 stands for doubled, so 13 doubled is MM. = Mexican Mafia.

okay a tear drop pn your right eye is for a friend that died cause thats the right thing to do. a tear drop on your left is for if you killed somebody cause its the wrong thing to do.
