Likely the ears are not quite strong enough yet to hold the entire ear erect.  My second chi did that, both her ears folded back like Mr. Spock on Star Trek.  As she got older, they became completely straight, now they only point back a very little bit and usually only when she is very tired.

Some chi's seem to have to be taught to bark, my first one did, she was quiet for so long.  Now she does bark but more common is a high pitched yip and yowl.  My second chi has a much deeper bark and has been known to throw back her head and howl, sounding like a dog 5 times her size.

My Chi's started barking at close to 5 months old, I didn't think they would make a sound! They are great watch dogs although forget guarding, they aren't big enough to hurt anything larger, they like to believe they are tough, they are just protecting you!
