Dear Yusuf,
The cost of a readymade microcontroller programmer, as known to me depends upon your device which you want to program. Towards the lowest end it will cost you around Rs. 2500/- for Atmel chips like AT89C51 etc.
If you want to go for a self  built microcontroller, what I can help you is just I can give you a website link which you can try. I am not sure how that will work, but I just got it for you.
The website link is http://www.kmitl.ac.th/~kswichit/shiao/prog.htm

All the best for you.
If you get some thing shareable, you are welcome. My email address is b_776@indiatimes.com
