i don't know exactly but from research i believe it was the emperor Hirohito, although the military leaders controlled most of the Japanese government- Hideki Tojo was a General and an extreme nationalist and made most of the decisions for Japan.

The leader of Japan was an emperor named Emperor Hirohito but he wasn't the leader for the World War II. So it was General Hideki Tojo who led Japan since he had the power to control the Japanese military government.

the one about Taisho could explain it but yes although Hirohito was the divine monarch ruler of Japan Hideki Tojo who was prime minister took over all positions during the war and thus took over Japan's government only keeping Hirohito to keep Japanese people from suspecting anything and in tradition to pass any law he asked since the emperors role was limited. so yes i think Tojo was ruling Japan the same way Mussolini was ruling Italy. All the stuff that says Hirohito did it is pretty much false but yes japan was ruled by Prime minister Tojo so to me the prime minister should be blamed. I think.

Prime minister of Japan (October 1941 - July 1944). With a long militarist tradition, Japan became extremely militarist and aggressive in the 1930s and was practically governed by military leaders. Tojo, an aggressive army General, became minister of war in July 1941 and prime minister in October 1941. After a short attempt to improve relations with the US failed, he ordered to go to war and attack Pearl Harbor in December 1941. He gradually took more ministerial roles, and in Feb. 1944 also made himself the commander in chief, like Adolf Hitler did. When he realized that Japan was going to lose the war he resigned. The military continued to control Japan until the end of World War 2, which came when the Emperor Hirohito which was until then passive, ordered to surrender in order to prevent further inevitable destruction of Japan. After the war Tojo was executed for his responsibility to Japan's war crimes.

Emperor Hirohito, or Emperor Shōwa as referred to by the Japanese people, was the emperor of Japan from 1926 to 1989. Some people argue that he was an evil mastermind behind WWII, while others say that he was merely a powerless figurehead and that the true power rested in Japan's Prime Minister Hideki Tojo. As far as power, no one can say for sure who the real leader of Japan was. However, Hirohito was basically the "president" of Japan. In my opinion it was the same as the USA's system of government. The real power lies in congress, while the president takes the blame for everything. The real power lies in Hideki Tojo, although the Emperor is supposed to be the one making the major differences. I hope that was a sufficient enough answer, though you obviously wouldn't need it 2 years later, hahaha...
