What are the exact rules of the blue card "Diplomatic Immunity" can it be counter spelled. and is their any way to destroy it or the creature it enchants while they are in play?

Diplomatic immunity can be counterspelled. The prevention of targeting does not apply until the spell resolves as an enchantment. As for destroying it after it comes into play, you will need a global destruction card, such as Tranquility, Wrath of God, or any other number of spells that destroy everything of a type/subtype, but do not target.

My friend seems to think that the card Diplomatic immunity states that it cannot be the the target of spells or abilities that it cannot be counter, or have the card Shunt ( which states, change the target of spell) used on it  or anything. Is this true?
