When a 220 volt appliance such as an electric furnace is connected to a subpanel, does the third wire (I am not sure if its proper to call the bare wire the ground or the neutral) get connected to the subpanel's nuetral bar or to the ground bar? Another similar question, can one subpanel feed a second subpanel? If "yes", I assume that the second subpanel's neutral and ground would also be separate, correct?

the bare wire is the ground wire, it should be connected to the ground bar. Yes, as long as your breakers and wire are the correct size.
