I have an old 3M 21Mb floptical that was used on an SGI Indigo workstation.  I had thought that it was formatted for a Mac, but when I tried to have a Mac read it, it would not open the disk.  Is there a way I can get a PC or a Mac to read this disk?

Yes, you can use it with a PC but you will need a floptical drive.  Nowadays you can find them on eBay.
