I have a regular 240 or 220 (whichever you like to call it) service at my house. I was working on my dryer, and tested the power. The reading from each hot wire to the ground was around 95 volts. When I tested from hot to hot I only got 155 volts. Now I'm no electrician, (former HVAC guy) but I do know that each leg to ground should be 110 at least, and from hot to hot should be 220. I tested the main service and got the same result, then later I got 105 to ground and 170 hot to hot. I'm using a Fluke 77/AN Multimeter that's about 11 years old or so. I haven't changed the battery lately. Could that be the cause of the weird readings, or do I have other issues?

A weak battery is probably the cause. You may have a voltage drop in your power service. Try new batteries first. If that is not the problem call the power company.
