Can a foreign state establish a child support order without jusidiction over all partites and without consent ? and if not, how can the defendant defend when financially enpaired and no access to legal representation afforded under programs such as legal aid.

Use of the "long arm of the law" without contact or jurisdiction results in defending against Galiah

Defendant recieved no notice from the court however notice was served to the defendant at a non residant address and in a forein state to all parties.
