Some dogs can be more sensitive to noise, when I decided to go to a large park with our beagle, as a special hiking-trip for both of us, we went via subway, and within seconds she was panting, shivering, and drooling, she was absolutely petrified.  Me and another guy were just completely dumbfounded, I've never seen a dog so terrified.  She's never had any bad experiences, she was just sensitive to noises.  I remeber once a bus was coming up a tiny hill, and she was running to hide in the bush, it was hilarious!
But no you would never be able to desensitise your pup to noises, but if the noise is too much, natural area's and a quiet yard to run is great.

talk to your dog in a soft voice telling them its ok we have two jrs and they have had trouble with fireworks but get used to it they can be jumpy on occasions, but the more you take them around different the more they will get used to it
