1st question: no, california kingsnakes are colubrids (constrictors) and do NOT have fangs.  They DO have teeth and can bite, but are not venomous.

2nd question: That could be a number of different snakes.  Could be a gopher snake, hognose, rattlesnake, sidewider, among others.  More information (size, head shape, behavior, etc) would help.

How often should I feed a California King snake? How do I tell that it is hungry? Are this species venomous and can be lethal when bitten?

no california king snakes do not have fangs because they are not poisonous but they do have little teeth that will barely even penetrate any skin at all.

no they dont have fangs but they do have very small teeth to pull in their food. they are not venomous which means they  have to strangle their food to death.
