What's happened is a recognition that the original mission of the X Consortium is largely complete, and that a full-fledged industry Consortium isn't really needed or even necessarily appropriate for ongoing maintenance of X. Under those circumstances, it makes sense to bundle X in with the other components of what has become the standard Unix desktop -- Motif and CDE -- and turn the whole package over to OSF and X/Open (aka The Open Group) for future maintenance.
