Proposers of new groups should study them carefully to see where their proposal would best fit. Totally new branches should only be proposed where there is a very clear need, in which case consideration also needs to be given to what else the new branch might encompass in the future. Note, however, that once a specific group has been formed, its own charter is definitive for that group.
