Actually, no.

"Expires" sets the *maximum* expiry time for a message; each news
server will have its own default expiry time for the newsgroup(s) in
question. The news server will typically use the smaller of the two
values to decide when to expire the message.

In other words, with "Expires" you can be reasonably sure the message
won't be retained beyond the specified date. With "Supersedes" there
is a significant risk the instruction won't be acted upon.
