No, you have to ADD it as an irregular posting, then issue an UPDATE
followed by a FORCE whenever you want it to post. Don't worry about
the archive hard drive space (which isn't accessible to the public, of
course); it's not in short supply, and there are better candidates for
conserving it.

No, only files approved for *.answers can be posted using the FAQ
server. It's a pretty limited and special-purpose setup, so that we
don't have to deal with the huge load and potential liability of
running a full-fledged mail-to-news server.
