How about this plan:
FAQ owners who wish to have you do this can let you know that Dave
should monitor their FAQ, and agree that any cancellation would be PGP
signed by the FAQ owner. Dave can then resurrect any FAQ's that are
canceled without a proper PGP signature in the cancel message.
