Try ftp://ftp.is.co.za/usenet/news.answers/, which is in South Africa.
I was not aware of any FTP mirror sites in South America. Once I seemed
to find a site in Mexico, but I did not record it since the Mexico site
did not keep soc.culture.taiwan FAQ.
