Thanks for the support, but it's hardly my idea. It's probably not
worth looking up in the list archives :), but it was suggested by one
or more other people in mid-1995.

It depends on how many contributors there are. There are thousands of
FAQs, with at least many hundreds of maintainers; any royalty system
which included every one of them would be unmanageable. Even trying
to assign royalties to a dozen different book authors would be pretty
unwieldy. The most recent suggestion was that contributors who do
work specifically for this book receive a flat sum, a charity and
perhaps one or two major contributors split the royalties, and FAQ
maintainers get the satisfaction of knowing they've contributed to a
worthy cause for very little additional effort. :-) Also perhaps a
T-shirt or a copy of the book, if that's financially feasible. Of
course, this isn't necessarily settled yet.

The idea is that only work done for this project receive payment.
I don't know the legal technicalities, but from a layman's point of
view at least, it would indeed be a work for hire. FAQ maintainers
would only need to grant non-exclusive permission for their works to
be included.
