This wouldn't make it a work for hire. To make it a work for hire, either
the contributors would have to be employees of the publisher, or they
would have to agree in writing that it is a work for hire.
I expect, however, that the publisher is going to require an assignment of
the copyright of parts written specifically for the book and will maintain
its own copyright in the compilation as a whole. Neither of these,
however, will interfere with the individual copyrights in the individual
FAQs held by their authors (although some authors might object to
flat-out assignment of their contributions without at least a license
back to reuse their own work).
