It seems to me like a lot depends on whether they keep their own copy on
their page, or just offer a link to a copy at some other site. Personally,
I wouldn't consider the latter to be "charging for the FAQ"; they're
charging for their services, which include maintaining some links to
diverse things on the Web.
If they're keeping their own archived copy around, then they do appear to
be charging for the FAQ itself---but it doesn't seem to me like your
copyright notice forbids that, FWIW. If you don't like having that
possibility open, you might want to change the statement of permission so
that it explicitly forbids reproduction in pay-for-access fora.
And, of course, you might always drop the page maintainers a note asking
about exactly what they're doing. If they are maintaining a separate copy,
ask 'em to link to one of the existing ones; that way they get to offer an
up-to-date version and you don't have to worry about them having a spinoff
copy. I suspect most people in their position would see that as a Good Thing.
