Point of clarity... People who mirror rtfm do not need rtfm's permission.
The *.answers moderation team has little to say about the archives of others.
They can recommend sites to use that are paying attention and have a clue.
They don't "kick the mirror sites to get up to snuff".

As for rtfm's capacity, there are quite a few very valuable mirror sites,
some that add value as well. RTFM is the master site but there are quite
a few different faq archives available. I say this after just doing a
"usenet faq" search on altavista. RTFM didn't pop up on the first 2 pages
of results...
