New autoreply system for *.answers

We have just installed a new system which automatically sends
appropriate replies to certain types of "junk" mail the moderation
address receives, and doesn't send those messages to the moderation
queue.

This change should improve service for submissions and requests, since
we will no longer have to sift through literally hundreds of
inappropriate messages a day to find and deal with a handful of
legitimate ones. It also means the queue length reported in the "your
message has been queued" autoreply will be more meaningful (once we
clear out the 1400 junk messages which have accumulated in the last
few days).

It is possible that an occasional legitimate message will be
misinterpreted as junk, and not queued. If that happens, just follow
the directions in the reply to resend it, and please accept our
apologies for the inconvenience.
