I'd say, submit it as soon as the document is useful for anyone. The
sooner you have it read by a broad audience, the sooner you'll get
submissions, feedback and bug reports.
I say: Two thumps up for posting as soon as possible. :-)

You will have to re-submit your FAQ to the autoposter and state the
UPDATE command. It's pretty easy. You may not want to update the FAQ
every time you change a single line. Just submit the latest version a
couple of days before it is due for posting.
